Dustin D.P. Delany is an international business law specialist practicing throughout the English speaking Caribbean and Florida. After over a decade as a Miami based international practitioner, Mr. Delany relocated his practice to Barbados where he continues to serve the full range of clients from multi-national corporations to individuals. He is an authority on cross-border business within the Caribbean Community (CARICOM). Given the depth of his experience and expertise, Mr. Delany is frequently engaged to represent clients in some of the region’s most prolific projects and complex pan-regional transactions.  

A dual citizen of the United States and St. Vincent and the Grenadines, Mr. Delany is ideally situated in Barbados in order to address the needs of his global client base.  He is a former executive committee chairman of the Barbados International Business Association.  Mr. Delany currently serves as a council member to the Barbados Bar Association and a member of the Ministry of International Business and International Transport’s Task Force on International Business.  Mr. Delany is actively involved in Barbados’ robust international business and financial services industries and frequently presents on a variety of international business topics including double taxation agreements, bi-lateral investment treaties, international finance and structuring and cross-border transactions.

Erica R. Marshall possesses a diverse background as a certified mediator and legal practitioner having been exposed to multiple markets in the Caribbean and the United Kingdom.  Prior to joining Delany Law, Ms. Marshall worked alongside one of the region’s leading Queen’s Counsels allowing for a well-rounded and thorough knowledge of the Commonwealth Caribbean legal system.  Ms. Marshall is charged with oversight of the firm’s alternative dispute resolution and litigation department and is frequently involved in various types of transactions as well as employment and corporate compliance matters.

When Ms. Marshall is not engaged in the practice of law, she is devoting her time training youths in public speaking with the Barbados Youth Entrepreneurship Scheme and engaging in creating positive social change with Junior Chamber International.

Yoshodra Rampersaud has a considerable exposure to the legal profession throughout the Commonwealth Caribbean having practiced in Anguilla, Guyana, and Trinidad and Tobago before joining the Delany Law team.  The core of Ms. Rampersaud’s practice includes all aspects of transactional law.  This multi-disciplined approach has allowed her to partake in some of the Caribbean’s more significant transactions on both domestic and regional levels on behalf of the firm’s global client base.

Ms. Rampersaud is an avid cricket fan with a keen interest in literature and theatre.  She also devotes much of her time volunteering for various types of charitable organizations with an emphasis on community and social enhancement programs.

Michelle Davidson served as Crown Counsel with the Attorney General’s Chambers in St. Vincent and the Grenadines before joining the Delany Law team.  Ms. Davidson’s previous private sector experience includes legal practice in Barbados and Grenada as well as in the banking industry.

Ms. Davidson handles a majority of the firm’s high stakes litigation claims with an emphasis on corporate, commercial, finance and insurance matters.  Her banking background has Ms. Davidson’s well suited to assist our banking and finance clients throughout the region.  Ms. Davidson also advises many of the firm’s multi-national corporate clients navigate the legal landscape of the Commonwealth Caribbean.

Westmin James comes to the firm with a dynamic background in both academia and legal practice.  Mr. James’ current practice includes the full gambit of business law as well as constitutional, environmental and human rights law.  He is frequently called upon to consult on matters within the Caribbean Community, most recently in the case of Orosco v. AG of Belize out of Belize.

In addition to the practice of law, Mr. James serves as a lecturer at the University of the West Indies (UWI) Cave Hill Campus in Barbados in jurisprudence, constitutional law, human rights and advanced international law.  He has previously lectured at the UWI St. Augustine Campus in Trinidad while maintaining an active law practice and also served as a weekly columnist at the Trinidad Guardian newspaper’s “Law Made Simple” series.

Cara Shillingford brings a wide range of experience to Delany Law including stints with the Dominica Land Registry and the court system of Dominica as well as practice in Trinidad and Tobago.  Ms. Shillingford initially joined the Delany Law in the Barbados office before returning home to Dominica to assist with the firm’s regional expansion.

Ms. Shillingford has worked on various cross-jurisdictional transactions in the areas of finance, insurance and reinsurance, liquidation, mergers and acquisitions, and securities.  She advises multi-national companies in the establishment of operations throughout the countries comprising the firm’s geographic footprint on a wide-range of issues.  Ms. Shillingford also serves as counsel to many regional banks and other financial institutions.

John P. Goshgarian is a consultant in relation to the firm’s Florida practice and coordinates matters for the firm’s Caribbean based clients in Florida. He is a long time legal colleague of Delany Law principal Dustin D.P. Delany. Mr. Goshgarian commenced his legal career serving as a law clerk for the Honorable James Lawrence King of the United States District Court for the Southern District of Florida. He subsequently held the position of Assistant Attorney General with the Florida Attorney General’s Office before entering the private sector.

The Florida practice is geared to accommodate the needs of the firm’s clients given south Florida’s status as the gateway between the Caribbean and the United States. Mr. Goshgarian handles a wide array of litigation and arbitration matters in Florida obtaining judgments and awards that often require enforcement or ancillary proceedings in the Caribbean. He is quite active in the representation of foreign investors in south Florida’s resurrected property market and coordinates the legal affairs of various international businesses conducting operations between the Caribbean and Florida.

Indira J. St. Jean recently returned to Dominica after many years based in Nevis working for a local leading law practice.  She now heads the Dominica office of the firm with a focus on the jurisdictions of Anguilla, Dominica and St. Kitts and Nevis.  Ms. St. Jean has been well exposed to the regional legal scene having represented construction companies, financial institutions and resorts.  Her experience also includes high stakes trust litigation and the representation of political figures.  She is well versed in the banking and financial services scene in various Eastern Caribbean jurisdictions as well as the trusts and foundations legislation.  Ms. St. Jean is also experienced in various forms of alternative dispute resolution.

In addition to her law practice, Ms. St. Jean operates a legal support services company providing support to both the private and public sectors including the Judiciary.  Prior to entering the practice of law, Ms. St. Jean spent time with both the Dominica Ministry of Legal Affairs and the Registry of the High Court of the Eastern Caribbean Supreme Court in Dominica.

Robert L. Simmons heads the corporate services and business consultancy departments at Delany Law and provides legal services support to the firm.  Mr. Simmons plays an integral role for the firm in overseeing the establishment of company operations from due diligence, incorporation, structuring/restructuring, compliance, and operational management.  He assists clients with the formation of various types of banks, corporate entities, and insurance companies.  Mr. Simmons also assists clients in relation to foundations, trusts and other financial products.

Mr. Simmons is an active member of the Barbados Rally Club partaking in rally racing throughout the Caribbean.  He is also avid chess player with a keen interest in international business law.
